The New York Attorney General (“AG”) is a national leader in enforcement of the Mental Health Parity and Addiction Equity Act of 2008 (“federal parity law”). After receiving hundreds of consumer complaints about health insurers denying coverage for substance use and mental health treatment, the AG’s Health Care Bureau began investigating a number of health insurance companies. Since 2014, the AG has reached settlements with five insurers—Cigna, MVP Health Care, Emblem Health, Value Options/Beacon Health Options, and Excellus Health Plan—after finding that those plans violated federal and state parity laws.

Below are copies of the settlement agreements—called Assurances of Discontinuance—reached between the AG and the insurers relating to violations of the parity law, as well as LAC’s summaries of these settlements.
