In 2018, New York State launched CHAMP, an ombudsman program, to help people overcome barriers to mental health (“MH”) and substance use disorder (“SUD”) care. With support from the Office of Mental Health and the Office of Alcoholism and Substance Abuse Services, CHAMP acts as a comprehensive resource for consumers, providers, and healthcare advocates. CHAMP provides education on individuals’ insurance rights and helps address some of the most common barriers to SUD and MH care, including insurance denials of MH and SUD treatment and improper prior authorizations.
The Legal Action Center is one of CHAMP’s five specialist organizations. In addition to conducting presentations about CHAMP, LAC offers relevant training (e.g. confidentiality of alcohol and drug treatment information, the federal Parity Act) and technical assistance to providers and organizations.
