Some also have histories of addiction or criminal justice involvement. Providing support services to address these challenges can help people become stable and stay engaged in health care.

- Support the whole person: Governments and service providers should support people with HIV and Hepatitis C to access health care and find suitable housing and employment.
- Address criminal record barriers: Governments should provide specialized support services that address the overlapping needs and challenges of justice-involved people with HIV and Hepatitis C.
