State health care information for the criminal justice system

Basic Information on Health Reform in Missouri

Missouri is not expanding Medicaid coverage to low-income adults effective January 1, 2014.[i]  Medicaid and CHIP (Children’s Health Insurance Plan) are safety net health benefit programs available in Missouri.[ii]

Health Insurance Exchange Information: Missouri has a Federally-facilitated Marketplace (FFM). People in Missouri can use the Federally-facilitated Marketplace (FFM) is to compare health insurance plans that can be purchased on the exchange and take advantage of federal tax subsidies that may apply.[iii]

Eligibility and Enrollment: People can apply for and enroll in Medicaid or CHIP any time of year and coverage can begin immediately. They can purchase and enroll in marketplace plans during the annual open enrollment period, which begins November 15th of each year and extends through February 15th.  If they meet certain criteria, such as having been released from custody in the last 90 days, they may be able to enroll in private coverage outside the open enrollment period. There are three ways people in Missouri see if they meet eligibility requirements and apply for or can enroll in these benefits:

1) They can use Missouri’s online application for free or low cost health benefits.[iv]

2) They can use the online application on the Federally Facilitated Marketplace

3) They can call the Marketplace Call Center (24 hours a day, 7 days a week, 1800-318-2596 / TTY: 1-855-889-4325)[v]

State Health Information

How many people in Missouri are eligible to participate?  According to the Kaiser Foundation State specific data, in 2013, 55% (639,000) of Missouri’s uninsured population is eligible to participate.[xvi]

How many are enrolled so far?  209,336 have selected a plan, as of January 2015[xvii]

How many of the state’s uninsured population are eligible for Medicaid? 23% of uninsured Missouri residents (98,000) are eligible for Medicaid; 36,000 of them are adults, as of November 2014.[xviii]

House: Representative Keith Frederick (R-District 121) chairs the Health and Mental Health Policy Committee.
