State health care information for the criminal justice system

Basic Information on Health Reform in Massachusetts

Massachusetts has expanded its Medicaid program to cover low-income adults.[i]  Medicaid and CHIP (Children’s Health Insurance Plan) are safety net health benefit programs available in Massachusetts.[ii]

Health Insurance Exchange Information: Massachusetts is operating its own state-based health insurance marketplace.  Visit the Massachusetts Marketplace, the Massachusetts Health Connector, to compare health insurance plans that can be purchased on the exchange and to take advantage of federal tax subsidies that apply.[iii]

Eligibility and Enrollment: People in Massachusetts can apply for and enroll in Medicaid or CHIP any time of year and coverage can begin immediately. They can purchase and enroll in marketplace plans during the annual open enrollment period, which begins November 15th of each year and extends through February 15th.  If they meet certain criteria, such as having been released from custody in the last 90 days, they may be able to enroll in private coverage outside the open enrollment period. There are three ways people in Massachusetts can enroll or apply for these benefits and see if they meet eligibility requirements:

1) They can use Massachusetts’s application for free or low cost health benefits. Link to the application.[iv]

2) They can visit their local health department.[v]

3)  They can enroll by phone: 1-877 MA ENROLL Call (1-877-623-6765) or TTY 1-877-623-7773 for Customer Service.[vi]

How many people in Massachusetts are eligible to participate?  According to the Kaiser Foundation State specific data, in 2013, 57% of Massachusetts’ uninsured population is eligible to participate.[xvi]

How many are enrolled so far? 1,690,693 individuals have selected a plan as of January 2015. [xvii]

How many of the state’s uninsured population are eligible for Medicaid? 36% of uninsured Massachusetts residents are eligible for Medicaid.[xviii]

Is Massachusetts a Medicaid health home state? No.
