State health care information for the criminal justice system

Basic Information on Health Reform in Iowa

Iowa has expanded Medicaid coverage to low-income adults.[i]  Medicaid and CHIP (Children’s Health Insurance Plan) are safety net health benefit programs available in Illinois.[ii]

Health Insurance Exchange Information: Iowa has adopted a State-Federal Partnership model for their health insurance exchange. People can use the Federally-facilitated Marketplace (FFM) to compare health insurance plans that can be purchased on the exchange and take advantage of federal tax subsidies that may apply.

Eligibility and Enrollment: People can apply for and enroll in Medicaid or CHIP any time of year and coverage can begin immediately. They can purchase and enroll in marketplace plans during the annual open enrollment period, which begins November 15th of each year and extends through February 15th.  If they meet certain criteria, such as having been released from custody in the last 90 days, they may be able to enroll in private coverage outside the open enrollment period. There are two to see if they meet eligibility requirements and enroll in or apply for these benefits:

1) They can use the online application on the Federally Facilitated Marketplace.[iii]

2) They can call for assistance 24 hours a day, 7 days a week (1-800-318-2596 / TTY: 1-855-889-4325).

State Health Information

How many people in Iowa are eligible to participate?  According to the Kaiser Family Foundation, 9% (277,800) of Iowa’s population was uninsured in 2013.[xiv]  The total number of potential marketplace participants is 225,000.[xv]

How many are enrolled so far? 36,781 have selected a marketplace plan, as of January 2015.[xvi]

How many of the state’s uninsured population are eligible for Medicaid? 130,000 of Iowa’s uninsured were eligible for Medicaid in November of 2014; 97,000 of them are adults.[xvii]
