LAC Director of State Policy, Sebastian Solomon, Testifies at Budget Hearing

Albany, NY – February 25, 2015 – Sebastian Solomon, LAC’s new Director of New York State Policy, will be testifying tomorrow in front of the Assembly Ways and Means and Senate Finance Committees as part of the Joint Public Hearing on Public Protection. Sebastian will be speaking on behalf of the NYS Alternative to Incarceration (ATI) and Re-entry Coalition, of which LAC is a member. He will be presenting the Coalition’s response to the Governor’s FY2015-2016 Executive budget. Among the Coalition’s key recommendations to the Legislature are to:

  • Maintain funding for ATI and reentry programs and add $3 million to expand those programs to underserved populations and areas;
  • Support the Executive Budget proposal to dedicate $5 million in Medicaid funding to help link those in the criminal justice system to the health care services they need;
  • Provide $2 million in capacity building to enable ATI and reentry programs to work more closely with the health care system;
  • Support the Executive Budget’s proposals for raising New York’s age of criminal responsibility for most crimes and increasing the use of diversion for this population.
